To assign BlackBerry® devices to user accounts and activate the BlackBerry devices, you can use any of the following
methods:

You can activate BlackBerry devices before you distribute them to users
by connecting the BlackBerry devices to a computer and logging in to the
BlackBerry Administration Service.

New BlackBerry device users and users that are receiving replacement
BlackBerry devices can activate the BlackBerry devices without requiring
a physical connection to your organization's network.
